Aykut Erol<\/strong><\/p><p style=\"text-align: left;\">\u2022 1990\u2019l\u0131 y\u0131llara gelindi\u011finde limanlar\u0131m\u0131zda, k\u0131lavuzluk ve r\u00f6morkaj hizmetlerindeki aksamalar nedeniyle ya\u015fanan s\u0131k\u0131nt\u0131lar\u0131 ve ya\u015fanan ekonomik kay\u0131plar\u0131 gidermek \u00fczere, \u00f6zel kurulu\u015flara da bu hizmetleri yapmalar\u0131 i\u00e7in izinler verildi.<\/p><p>\u2022 \u00d6zel kurulu\u015flar, modern k\u0131lavuzluk istasyonlar\u0131, k\u0131lavuz motorlar\u0131, r\u00f6mork\u00f6rler ve palamar motorlar\u0131 yat\u0131r\u0131mlar\u0131n\u0131 \u00e7ok s\u00fcratle yapt\u0131, \u00e7a\u011fda\u015f bir anlay\u0131\u015fla hizmet vermeye ba\u015flad\u0131. Bunun sonucunda, \u00f6zel kurulu\u015flar\u0131n hizmet vermeye ba\u015flad\u0131\u011f\u0131 limanlarda, daha \u00f6nce \u00fclkemizi milyonlarca dolar ekonomik kayba u\u011fratan s\u0131k\u0131nt\u0131lar ortadan kalkt\u0131\u011f\u0131 gibi verilen iyi hizmetler T\u00fcrkiye\u2019ye milyonlarca dolar katma de\u011fer sa\u011flad\u0131.<\/p><p>\u2022 \u00d6zel k\u0131lavuzluk ve r\u00f6morkaj te\u015fkilatlar\u0131, limanlar\u0131m\u0131zdaki s\u0131k\u0131nt\u0131lar\u0131 ortadan kald\u0131ran ve T\u00fcrkiye\u2019nin \u00f6n\u00fcn\u00fc a\u00e7an milyon dolarl\u0131k yat\u0131r\u0131mlar\u0131, 1994 TD\u0130 \u201cLiman Hizmetleri Tarifesi\u201dni uygulayarak elde ettikleri ve ileride elde edecekleri gelirlere dayanarak yapt\u0131lar.<\/p><p>\u2022 \u00d6zel te\u015fkilatlar \u00e7al\u0131\u015fmaya ba\u015flad\u0131ktan bir s\u00fcre sonra, \u201cbaz\u0131 acente ve armat\u00f6rler\u201d, bu te\u015fkilatlardan %50-60\u2019lara ula\u015fan \u201ckomisyon\u201d isteklerinde bulundular. Kar\u015f\u0131lanmas\u0131 m\u00fcmk\u00fcn olmayan bu isteklerini elde edemeyen bir grubun \u00f6nc\u00fcl\u00fc\u011f\u00fcnde, d\u00fcnyan\u0131n hi\u00e7bir yerinde \u201cbelirli sebepler nedeniyle\u201d, \u201ck\u0131lavuzluk ve r\u00f6morkaj hizmetleri yapmas\u0131na izin verilmeyen\u201dler, bu i\u015fleri yapmak \u00fczere bir \u015firket kurdu.<\/p><p>\u2022 Kurulan bu \u015firket, \u0130zmit K\u00f6rfezi\u2019nde k\u0131lavuzluk ve r\u00f6morkaj hizmetlerini yapmak \u00fczere 1998 y\u0131l\u0131nda ba\u015fvuruda bulundu. Ancak, b\u00fct\u00fcn d\u00fcnyada oldu\u011fu gibi \u201cbir b\u00f6lgede bir k\u0131lavuzluk te\u015fkilat\u0131na izin verilmesi\u201d nedeniyle izin alamad\u0131. Bunun \u00fczerine bu grup, konuyu \u0130stanbul Deniz Ticaret Odas\u0131 g\u00fcndemine ta\u015f\u0131d\u0131, rekabet isteklerinde bulundu, Dan\u0131\u015ftay\u2019a Y\u00f6netmelik iptal davalar\u0131 a\u00e7\u0131lmas\u0131n\u0131 sa\u011flad\u0131, Rekabet Kurumu\u2019na \u015fik\u00e2yetlerde bulundu, fakat hi\u00e7birinde istedi\u011fini elde edemedi. \u00c7\u00fcnk\u00fc istekleri hukuka ve b\u00fct\u00fcn d\u00fcnyadaki uygulamalara ayk\u0131r\u0131yd\u0131.<\/p><p>\u2022 Bunun \u00fczerine baz\u0131lar\u0131nca, \u201cmadem bize yaram\u0131yor ba\u015fkas\u0131na da yaramas\u0131n\u201d mant\u0131\u011f\u0131yla hareket edilmeye ba\u015fland\u0131. Y\u0131llarca kamu kurulu\u015flar\u0131n\u0131n Tarifelerine ses \u00e7\u0131karmayanlar bu kez, T\u00fcrk Limanlar\u0131ndaki k\u0131lavuzluk ve r\u00f6morkaj hizmetleri \u00fccretlerinin \u00e7ok y\u00fcksek oldu\u011funu ve bunun \u00fclkemize zarar verdi\u011fini ileri s\u00fcrd\u00fcler. \u0130ddialar\u0131 aras\u0131nda en dikkat \u00e7ekenleri \u201cK\u0131lavuzluk ve r\u00f6morkaj \u00fccretlerinin y\u00fcksekli\u011fi nedeniyle \u00fclkemize transit y\u00fcklerin \u00e7ekilemedi\u011fi\u201d ile \u201c\u00dccretlerin y\u00fcksekli\u011fi navlunlar\u0131 y\u00fckseltiyor bu da t\u00fcketiciye olumsuz olarak yans\u0131yor\u201d idi.<\/p><p>\u2022 2003 y\u0131l\u0131nda Denizcilik M\u00fcste\u015farl\u0131\u011f\u0131 taraf\u0131ndan yap\u0131lan Liman Hizmet Tarifeleri ile k\u0131lavuzluk ve r\u00f6morkaj \u00fccretleri b\u00fcy\u00fck oranda d\u00fc\u015f\u00fcr\u00fcld\u00fc.<\/p><p>\u2022 Bu arada, transit y\u00fck ta\u015f\u0131yan gemilere de daha d\u00fc\u015f\u00fck \u00fccretler uygulanarak, transit y\u00fck te\u015fvik edildi. (Transit y\u00fcklerin tercih ettikleri limanlar genel olarak gidecekleri yere olan co\u011frafi yak\u0131nl\u0131\u011fa ba\u011fl\u0131 oldu\u011fundan, 2003 Tarifesinden sonra limanlar\u0131m\u0131za gelen transit y\u00fck art\u0131\u015f\u0131n\u0131n \u2013 genel trafik art\u0131\u015f\u0131ndan soyutlanm\u0131\u015f olarak- ne kadar oldu\u011fu ara\u015ft\u0131r\u0131lmal\u0131d\u0131r).<\/p><p>\u2022 Yine 2003 Tarifesinde, \u201ckabotaj\u201d hatt\u0131nda \u00e7al\u0131\u015fan gemilere de y\u00fcksek oranda indirimler yap\u0131larak kabotaj ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 da desteklendi.<\/p><p>\u2022 Bundan sonra, navlunlar\u0131n iddia edildi\u011fi gibi \u201ck\u0131lavuzluk ve r\u00f6morkaj \u00fccretleri\u201dne ba\u011fl\u0131 olarak inip \u00e7\u0131kmad\u0131\u011f\u0131 a\u00e7\u0131k\u00e7a ortaya \u00e7\u0131kt\u0131. \u00c7\u00fcnk\u00fc bu \u00fccretler, hem navlunlar i\u00e7inde \u00e7ok k\u00fc\u00e7\u00fck bir y\u00fczde tutarlar hem de navlunlar\u0131 as\u0131l belirleyen d\u00fcnya ticareti ko\u015fullar\u0131d\u0131r. Zaten, 2003 y\u0131l\u0131nda hizmet \u00fccretlerinde yap\u0131lan y\u00fcksek indirimlerden sonra, navlunlar da inmemi\u015ftir.<\/p><p>\u2022 Tam tersine, ana belirleyici \u00f6\u011fesi d\u00fcnya ko\u015fullar\u0131 oldu\u011fu i\u00e7in, navlunlar 2003 y\u0131l\u0131ndan bug\u00fcne \u00e7ok y\u00fckselmi\u015ftir.<\/p><p>\u2022 T\u00fcrkiye\u2019de bir\u00e7ok kurulu\u015fun yapt\u0131\u011f\u0131 gibi, acente ve armat\u00f6rlerimiz de, son y\u0131llarda Dolar\u2019da ya\u015fanan de\u011fer d\u00fc\u015f\u00fc\u015f\u00fcn\u00fcn getirdi\u011fi kay\u0131plar\u0131, kendileriyle ilgili Tarifeleri Dolar\u2019dan Euro\u2019ya bire bir (ayn\u0131 rakamlarla) ge\u00e7irerek ya da ge\u00e7irilmesini sa\u011flayarak dengelemeye \u00e7al\u0131\u015ft\u0131lar.<\/p><p>\u2022 Ancak bilinen \u00e7evreler yukar\u0131da a\u00e7\u0131klad\u0131\u011f\u0131m\u0131z nedenlere ba\u011fl\u0131 olarak, \u201cLiman Hizmetleri Tarifesi\u201dnin Euro\u2019ya ge\u00e7ilmesi i\u00e7in Denizcilik M\u00fcste\u015farl\u0131\u011f\u0131\u2019nca yap\u0131lmak istenen d\u00fczenlemeye \u015fiddetle kar\u015f\u0131 \u00e7\u0131kt\u0131lar.<\/p><p>\u2022 Oysa Denizcilik M\u00fcste\u015farl\u0131\u011f\u0131\u2019n\u0131n a\u00e7\u0131klad\u0131\u011f\u0131 Tarifede, 2003 tarifesindeki Amerikan Dolar\u0131 rakamlar\u0131 (bire bir Euro\u2019ya \u00e7evrilmemi\u015f) 1,52 paritesine b\u00f6l\u00fcnm\u00fc\u015f, k\u0131lavuzlukla ilgili \u00fccretler bu \u015fekilde tespit edilmi\u015f, r\u00f6morkaj \u00fccretleri i\u00e7in ise bulunan rakamlara yakla\u015f\u0131k % 30 dolay\u0131nda bir zam yap\u0131lm\u0131\u015ft\u0131.<\/p><p>\u2022 Bu durumda, (bir \u00f6nceki Tarifeye g\u00f6re zaten y\u00fcksek oranda d\u00fc\u015f\u00fcr\u00fclm\u00fc\u015f olan) 2003 Tarifesinin y\u00fcr\u00fcrl\u00fc\u011fe girdi\u011fi 01 A\u011fustos tarihindeki Dolar\/Euro paritesi 1,13 oldu\u011fundan ve yeni Tarifeye d\u00f6n\u00fc\u015ft\u00fcrmede ise 1,52 paritesi kullan\u0131ld\u0131\u011f\u0131ndan, \u201cK\u0131lavuzluk\u201d \u00fccretlerinde 2003 y\u0131l\u0131na g\u00f6re d\u00f6viz baz\u0131nda % 25,5 oran\u0131nda bir d\u00fc\u015fme daha yap\u0131lm\u0131\u015f olmaktad\u0131r. Buna g\u00f6re \u00f6rne\u011fin, 01.08.2003 tarihinde bir k\u0131lavuzluk hizmeti i\u00e7in 1.000 $ \u00f6deyen bir yabanc\u0131 armat\u00f6r\u00fcn kasas\u0131ndan 883,15 \u20ac \u00e7\u0131kmaktayken, aradan be\u015f y\u0131l ge\u00e7tikten sonra, yeni haz\u0131rlanan Tarifeye g\u00f6re \u2013 % 25,5 eksi\u011fi ile 657,89 \u20ac \u00e7\u0131kacakt\u0131r.<\/p><p>\u2022 Ayn\u0131 hesaplamalar\u0131 r\u00f6morkaj hizmetleri i\u00e7in yaparsak: 1.000 $\u2019l\u0131k bir r\u00f6morkaj \u00fccreti 01.08.2003 tarihinde 883,15 \u20ac etmekteydi. Yeni Tarifeye g\u00f6re ise %30 oran\u0131nda zam yap\u0131lm\u0131\u015f haliyle 855,25 \u20ac\u2019ya gelmektedir. B\u00f6ylece, aradan be\u015f y\u0131l ge\u00e7tikten sonra, bir yabanc\u0131 armat\u00f6r 2003 y\u0131l\u0131nda 1.000 $ \u00f6dedi\u011fi bir r\u00f6morkaj hizmeti i\u00e7in de yine \u2013 % 3,15 daha d\u00fc\u015f\u00fck Euro \u00f6deyecektir.<\/p><p>\u2022 2003 Tarifesi ile Avrupa, Akdeniz ve Karadeniz \u00fclkeleri limanlar\u0131 i\u00e7inde en ucuz liman Tarifelerine sahip hale gelen T\u00fcrkiye i\u00e7in yeni Tarife ile bu \u00fccretlerin daha da d\u00fc\u015f\u00fcr\u00fclmesini anlamak zordur, \u00e7\u00fcnk\u00fc \u00fclkemizin menfaatlerine ayk\u0131r\u0131 olmaktad\u0131r.<\/p><p>\u2022 \u00dclkemize gelen gemilerin yakla\u015f\u0131k % 85\u2019i yabanc\u0131 bayrakl\u0131 oldu\u011funa g\u00f6re, 2003 y\u0131l\u0131na g\u00f6re daha da d\u00fc\u015f\u00fcr\u00fclm\u00fc\u015f bu k\u0131lavuzluk ve r\u00f6morkaj tarifeleri ile biz \u00fclkemize girecek geliri \u00f6nlemi\u015f, d\u00fc\u015f\u00fcrm\u00fc\u015f ve yabanc\u0131 bayrakl\u0131 armat\u00f6r\u00fc desteklemi\u015f olmayacak m\u0131y\u0131z?<\/p><p>\u2022 1990\u2019l\u0131 y\u0131llar\u0131n ba\u015f\u0131nda \u00fclkemizde ya\u015fanan ve k\u0131lavuzluk ve r\u00f6morkaj hizmetlerinin yeterli verilmemesi nedeniyle, gemi beklemeleri y\u00fcz\u00fcnden T\u00fcrkiye\u2019nin d\u0131\u015far\u0131ya \u00f6dedi\u011fi milyonlarca dolar \u201cdemoraj\u201d \u00fccretlerini, yapt\u0131klar\u0131 milyon Dolarl\u0131k yat\u0131r\u0131mlarla ortadan kald\u0131ran, y\u00fcklerle ilgili t\u00fcm taraflara ekonomik ve zaman kazan\u00e7lar\u0131 sa\u011flayan, \u00fclkemize b\u00fcy\u00fck bir modern r\u00f6mork\u00f6r, k\u0131lavuz ve palamar motoru filosu kazand\u0131ran, \u00f6zel te\u015fkilatlar\u0131 cezaland\u0131rm\u0131\u015f olmayacak m\u0131y\u0131z?<\/p><p>\u2022 \u00c7\u00fcnk\u00fc, son be\u015f y\u0131l i\u00e7inde Dolar baz\u0131ndaki tarifelere g\u00f6re al\u0131nan YTL kar\u015f\u0131l\u0131klar\u0131, Dolar\u2019\u0131n de\u011fer kaybetmesine ba\u011fl\u0131 olarak, % 70 oran\u0131nda d\u00fc\u015fm\u00fc\u015f, k\u0131lavuzluk ve r\u00f6morkaj hizmetleri veren te\u015fkilatlar\u0131n YTL gelirleri de bu oranda azalm\u0131\u015ft\u0131r. Buna kar\u015f\u0131l\u0131k, bu y\u0131llar i\u00e7inde \u00fclkemizde ya\u015fanan enflasyon nedeniyle maa\u015flar (2003 y\u0131l\u0131nda 306 YTL olan asgari \u00fccret bile 2008\u2019de 638 YTL olmu\u015ftur), elektrik vb. gibi b\u00fct\u00fcn harcamalar artm\u0131\u015f, petrol d\u00fcnyada rekorlar k\u0131rm\u0131\u015f ve \u015firketlerin giderlerinde b\u00fcy\u00fck oranda y\u00fckseli\u015fler olmu\u015ftur.<\/p><p>\u2022 K\u0131saca, Tarife Dolar baz\u0131nda oldu\u011fundan, Dolar\u2019\u0131n de\u011fer kayb\u0131na ba\u011fl\u0131 olarak, \u015firketlerin gelirleri YTL olarak azal\u0131rken, tam tersine giderleri y\u00fckselmi\u015ftir.<\/p><p>\u2022 Yeni haz\u0131rlanan Tarifede, 2003 Tarifesindeki Dolar de\u011ferleri 1,52 paritesine b\u00f6l\u00fcnmek yerine, \u015fayet ayn\u0131 rakamlarla bire bir Euro\u2019ya \u00e7evrilseydi ne olurdu, ona da bir bakal\u0131m. \u00d6rnek verirsek, Tarife bire bir Dolar\u2019dan Euro\u2019ya \u00e7evrilse ve 1.000 $\u2019l\u0131k bir hizmet 1.000 \u20ac olsa idi: 01.08.2003 tarihinde (Merkez Bankas\u0131 al\u0131\u015f kuru ile) 1.411,80 YTL olan hizmet kar\u015f\u0131l\u0131\u011f\u0131, (\u00f6rne\u011fin) 08.09.2008 tarihindeki kur ile 1.761,30 YTL edecekti. Bu durumda zam oran\u0131 YTL baz\u0131nda % 24,75 olacakt\u0131. Peki son be\u015f y\u0131l i\u00e7inde YTL baz\u0131nda ya\u015fanan enflasyonun toplam oran\u0131 ne kadar? Bu zam oran\u0131 enflasyon d\u00fczeltmesi yap\u0131ld\u0131\u011f\u0131nda 2003 y\u0131l\u0131ndaki sat\u0131n alma d\u00fczeyine eri\u015febiliyor mu? Son be\u015f y\u0131l i\u00e7inde Dolar\u0131n % 70 de\u011fer kaybetmesi y\u00fcz\u00fcnden ya\u015fanan gelir kay\u0131plar\u0131ndan ve bunlar\u0131n kar\u015f\u0131lanmas\u0131ndan s\u00f6z etmiyoruz bile. Yaln\u0131zca, 2003 y\u0131l\u0131nda b\u00fcy\u00fck oranda d\u00fc\u015f\u00fcr\u00fclen Tarifelerdeki YTL de\u011ferine ula\u015f\u0131lmas\u0131ndan s\u00f6z ediyoruz, o de\u011ferin korunmas\u0131ndan bahsediyoruz.<\/p><p>\u2022 \u00d6zel te\u015fkilatlarca yap\u0131lan yat\u0131r\u0131mlar\u0131n korunmas\u0131, on y\u0131l\u0131n\u0131 dolduran yat\u0131r\u0131mlar\u0131n yenilenmesi ve kapasite art\u0131\u015f\u0131n\u0131n gerektirdi\u011fi ek yat\u0131r\u0131mlar\u0131n ger\u00e7ekle\u015ftirilmesi gerekiyor. D\u00fcnyadaki e\u011filime uygun olarak limanlar\u0131m\u0131za gelen gemilerin boyutlar\u0131 giderek b\u00fcy\u00fcyor, yeni yap\u0131lan tesislerden \u00f6t\u00fcr\u00fc limanlardaki manevra alanlar\u0131 giderek daral\u0131yor ve b\u00fct\u00fcn bunlar daha g\u00fc\u00e7l\u00fc, daha k\u0131vrak, daha \u00fcst\u00fcn teknolojiyle donat\u0131lm\u0131\u015f r\u00f6mork\u00f6rler gerektiriyor. Liman Hizmet Tarifeleri\u2019ni d\u00fc\u015f\u00fck tutarak, \u00fclkemize girecek d\u00f6vizi engelleyerek bu yat\u0131r\u0131mlar yap\u0131labilir mi? \u00dclkemizin tekrar 1990\u2019l\u0131 y\u0131llar\u0131n ba\u015f\u0131ndaki gemi beklemelerinin, kazalar\u0131n\u0131n ya\u015fand\u0131\u011f\u0131 ortama geri d\u00f6nmesini isteyenler olabilir mi? B\u00f6yle bir geri d\u00f6n\u00fc\u015f olursa, bundan en \u00e7ok zarar g\u00f6recek olanlar, Tarifenin yeniden makul d\u00fczeye \u00e7\u0131kar\u0131lmas\u0131na kar\u015f\u0131 \u00e7\u0131kanlar olmayacak m\u0131?<\/p><p>\u015eimdi 2003 y\u0131l\u0131nda Liman Hizmet Tarifeleri\u2019nin d\u00fc\u015f\u00fcr\u00fclmesi i\u00e7in u\u011fra\u015fan ve bug\u00fcn Denizcilik M\u00fcste\u015farl\u0131\u011f\u0131n\u0131n yapt\u0131\u011f\u0131, yukar\u0131da inceledi\u011fimiz ve 2003\u2019e g\u00f6re bile geriye d\u00fc\u015fen bir Tarifeye \u201cy\u00fcksek oranda zam yap\u0131ld\u0131\u201d diyerek kar\u015f\u0131 \u00e7\u0131kanlara sesleniyoruz:<\/p><p>\u2022 Asl\u0131nda \u00f6yle olmad\u0131\u011f\u0131n\u0131 bilecek en iyi konumda olman\u0131za ra\u011fmen, kamuoyu olu\u015fturmak i\u00e7in \u201cLiman Hizmet Tarifeleri y\u00fcksek oldu\u011fundan navlunlar da y\u00fcksek, bu ise t\u00fcketicinin zarar\u0131nad\u0131r\u201d ya da \u201cLiman Tarifeleri y\u00fcksek olursa bu navlunlar\u0131 da y\u00fckseltir\u201d diyordunuz. 2003 y\u0131l\u0131nda Liman Hizmet Tarifeleri y\u00fcksek oranda d\u00fc\u015f\u00fcr\u00fcld\u00fc. O g\u00fcnden bug\u00fcne kadar navlunlarda herhangi bir d\u00fc\u015fme olmad\u0131\u011f\u0131 gibi, (asl\u0131nda \u00e7ok daha ba\u015fka fakt\u00f6rlerin etkisiyle olu\u015ftu\u011fu ve liman \u00fccretlerinin bu etkiler i\u00e7indeki yerinin \u00e7ok k\u00fc\u00e7\u00fck olmas\u0131ndan \u00f6t\u00fcr\u00fc), navlunlar bug\u00fcn \u00e7ok y\u00fckseklerde.<\/p><p>\u2022 T\u00fcrk limanlar\u0131nda k\u0131lavuzluk ve r\u00f6morkaj \u00fccretleri \u00e7ok y\u00fcksek oldu\u011fundan \u201ctransit y\u00fckleri\u201d limanlar\u0131m\u0131za \u00e7ekemiyoruz\u201d diyordunuz. 2003 y\u0131l\u0131nda hem Tarifeler d\u00fc\u015f\u00fcr\u00fcld\u00fc hem de, \u201ctransit\u201d y\u00fck gemilerine ayr\u0131ca indirimler sa\u011fland\u0131. Ve transit y\u00fck gemilerine sa\u011flanan indirimler devam ediyor.<\/p><p>\u2022 Kabotaj gemilerine en d\u00fc\u015f\u00fck Tarife uyguland\u0131. T\u00fcrk gemilerine \u00f6zel indirimler istendi, bu istekler \u00f6zel te\u015fkilatlar taraf\u0131ndan olabildi\u011fince yerine getirildi. Dolay\u0131s\u0131yla T\u00fcrk bayrakl\u0131 gemilerin olumsuz y\u00f6nde etkilenmesi s\u00f6z konusu olmad\u0131.<\/p><p>\u2022 \u00d6te yandan: \u201c\u00dclkemizin limanlar\u0131na gelen gemilerin % 85\u2019ini yabanc\u0131 bayrakl\u0131 gemiler olu\u015fturuyor. Dolay\u0131s\u0131yla, Tarifelerin gere\u011finden fazla d\u00fc\u015f\u00fck tutulmas\u0131, T\u00fcrkiye\u2019ye girecek d\u00f6viz gelirini \u00f6nler ve bu d\u00fc\u015f\u00fck Tarifenin \u00fclkemize hi\u00e7bir yarar\u0131 yok.<\/p><p>O zaman, T\u00fcrkiye 1990\u2019l\u0131 y\u0131llar\u0131n ba\u015f\u0131nda ya\u015fad\u0131\u011f\u0131 s\u0131k\u0131nt\u0131lara geri d\u00f6nerse bundan \u00fclkemiz zarar g\u00f6rece\u011fi gibi, en \u00e7ok zarara u\u011frayacaklar da, Liman Hizmet Tarifeleri\u2019nin 2003 d\u00fczeyinden bile daha a\u015fa\u011f\u0131 d\u00fc\u015f\u00fcr\u00fclmesi i\u00e7in u\u011fra\u015fanlar ve 1990\u2019lar\u0131n ba\u015f\u0131ndaki durumdan en \u00e7ok \u015fik\u00e2yet edenler olacakt\u0131r.<\/p><p>\u201c\u00d6zel te\u015febb\u00fcs k\u00e2r i\u00e7in \u00e7al\u0131\u015f\u0131r ama bunu biz elde edemiyorsak, ba\u015fkas\u0131 da etmesin\u201d zihniyeti hem \u00fclkemize hem de bu zihniyette olanlara zarar verecek noktalara gelmi\u015f bulunuyor.
