Bo\u011fazlar b\u00f6lgemizde \u201ceksik kurallar bulundu\u011fu\u201d, \u201chatal\u0131 kurallar\u0131m\u0131z oldu\u011fu\u201d ve \u201cd\u00fczeltilmesi gerekti\u011fi\u201d ile \u201ckonulan kurallar\u0131n da bir \u2018Gemi Trafik Hizmetleri\u2019 kurularak uygulat\u0131lmas\u0131\u201d konusunda s\u00fcrekli u\u011fra\u015f verdim. K\u0131lavuz Kaptanlar Derne\u011fi Ba\u015fkan\u0131 bulundu\u011fum s\u0131rada, 1994 y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe konulan \u201cBo\u011fazlar Ve Marmara B\u00f6lgesi Deniz Trafik D\u00fczeni Hakk\u0131nda T\u00fcz\u00fckte yer alan 34 teknik maddenin (d\u00fcnyadaki t\u00fcm kurallar\u0131 tarayarak) yaz\u0131l\u0131m\u0131n\u0131 yapt\u0131m. Bo\u011fazlar T\u00fcz\u00fc\u011f\u00fc\u2019ne \u00f6nemli katk\u0131da bulundu\u011fumuz i\u00e7in, Bakanlar Kurulu Karar\u0131 ile K\u0131lavuz Kaptanlar Derne\u011fi\u2019nin ad\u0131n\u0131n ba\u015f\u0131na\u00a0<strong>\u201cT\u00fcrk\u201d<\/strong>\u00a0s\u00f6zc\u00fc\u011f\u00fcn\u00fc almas\u0131n\u0131 sa\u011flad\u0131m. Londra\u2019da Bo\u011fazlar konusunun g\u00f6r\u00fc\u015f\u00fcld\u00fc\u011f\u00fc IMO toplant\u0131lar\u0131nda konulan kurallar\u0131n savunulmas\u0131nda T\u00fcrk heyetine teknik destek sa\u011flad\u0131m. \u00c7\u0131kart\u0131lan \u201cT\u00fcz\u00fck\u201d ve kurulan \u201cGemi Trafik Hizmetleri\u201d sisteminden sonra Bo\u011fazlar B\u00f6lgemizde daha \u00f6nce y\u0131lda 50 dolay\u0131nda kaza olurken bu say\u0131 5 dolay\u0131na indi.<\/p><p>1995 y\u0131l\u0131nda 122 k\u0131lavuz kaptan\u0131 bir araya getirerek, T\u00fcrkiye\u2019de ilk kez Avrupa Birli\u011fi \u00fclkelerindeki yap\u0131ya benzeyen, k\u0131lavuz kaptanlar\u0131n hissedar oldu\u011fu \u201cDeniz K\u0131lavuzluk AS.\u2019nin kurulmas\u0131n\u0131 sa\u011flad\u0131m. Halen, 1996 y\u0131l\u0131ndan bu yana \u0130zmit ve 1997 y\u0131l\u0131ndan beri de \u0130skenderun k\u00f6rfezlerinde k\u0131lavuzluk ve r\u00f6mork\u00f6rc\u00fcl\u00fck hizmetlerini bir konsorsiyum i\u00e7inde veren Deniz K\u0131lavuzluk AS.\u2019nin\u00a0<strong>Y\u00f6netim Kurulu Ba\u015fkan\u0131y\u0131m<\/strong>\u00a0ve\u00a0<strong>\u015firketin Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fc y\u00fcr\u00fctmekteyim.<br \/><\/strong>\u00dcniversitelerin denizcilik e\u011fitimi veren fak\u00fclte ve di\u011fer birimlerinde ders olarak okutulan ve yararlan\u0131lan\u00a0<strong>\u201cGemi Kullanma\u201d<\/strong>\u00a0ad\u0131nda bir kitab\u0131m ile dergi ve gazetelerde yay\u0131nlanm\u0131\u015f \u00e7ok say\u0131da makalem bulunmaktad\u0131r.<br \/><strong><br \/>2- \u00a0DEKA\u015e ile ilgili, kurulusundan bug\u00fcne bizlere neler aktarabilirsiniz?<\/strong><\/p><p>1983 y\u0131l\u0131nda TD\u0130 b\u00fcnyesinde k\u0131lavuz kaptan olarak \u00e7al\u0131\u015fmaya ba\u015flad\u0131m. 1987 y\u0131l\u0131nda K\u0131lavuz Kaptanlar Derne\u011fi ba\u015fkanl\u0131\u011f\u0131na se\u00e7ildim. 1990\u2019lar\u0131n baslar\u0131nda TD\u0130 \u00f6zelle\u015ftirme kapsam\u0131na al\u0131nd\u0131. Kendilerine TD\u0130 k\u0131lavuzluk hizmetleri \u00f6zelle\u015ftirilecekse, bunun T\u00fcrkiye\u2019nin girmeyi ama\u00e7lad\u0131\u011f\u0131 Avrupa Birli\u011fi \u00fclkelerindeki yap\u0131 dikkate al\u0131narak yap\u0131lmas\u0131 gerekti\u011fini anlatt\u0131k. Avrupa Birli\u011fi \u00fclkelerinde k\u0131lavuzluk hizmetlerinin, belirli bir yap\u0131 i\u00e7inde k\u0131lavuz kaptanlar\u0131n kendilerine b\u0131rak\u0131ld\u0131\u011f\u0131n\u0131, \u00d6zelle\u015ftirme \u0130daresi Ba\u015fkanl\u0131\u011f\u0131na a\u00e7\u0131kla\u00add\u0131k. Biz bu \u00f6neri \u00fczerine, 1995 y\u0131l\u0131nda TD\u0130\u2019de \u0130stan\u00adbul, Trabzon, \u0130zmir, Antalya gibi b\u00fct\u00fcn b\u00f6lgelerde \u00e7al\u0131\u015fmakta olan 122 k\u0131lavuz kaptan\u0131n, ortak oldu\u011fu, k\u0131sa ad\u0131yla Deka\u015f olarak bilinen, Deniz K\u0131lavuzluk A.\u015e.\u2019ni kurduk.<\/p><p>Biz 1995\u2019te Deka\u015f\u2019\u0131, TD\u0130\u2019nin \u00f6zelle\u015ftirilmesi i\u00e7in kurduk. Ancak daha sonra, bir tak\u0131m siyasal etkilerle, TD\u0130\u2019nin k\u0131lavuzluk hizmetleri \u00f6zelle\u015ftirilmedi.
